  
CinCPOA was the home of the Advanced Intelligence Center(AIC). AIC had a personnel staffing of approximately 200 men, the majority being made up of Naval Personnel. This headcount did include 70 US Marine Corps personnel detached from VMD-354 Headquarters Base at Agana, Guam.
AIC was comprised of approxiamately 17 departments, each with its own specialty field. AIC was responsible for such tasks as Geographics, Target Selection, Administration, Psychological Warfare, Maps and Charts, Translators, Interrogators and Aerial Photography to name just a few of the departments.
The responsibility of the Aerial Photography Department/Section was preparing specifications and coordination requests for Aerial Photographic Reconnaissance Missions that would be flown by CinCPac and CinCPOA aircraft.
On 3 July 1945, a detachment of 50 Marine Corps personnel from the VMD-354 Base at Agana, reported for duty to AIC at CinCPOA on CinCPac Hill. They were led by Lt. Albert M. Uremovich, USMCR and MT/Sgt. Joseph A. Quinn. They were charged with the responsibility to form the AIC Photo Lab. This Photo Lab was the only organization at AIC that was totally staffed by Marine Corps personnel.
On 15 June 1945, John Evans, USN, arrived at AIC, CinCPOA to establish a new section to be called Aviation Charts. With the cooperation of AIC, AIC Photo Lab, VD-2 and the 64th Army Engineer Battalion, the Aviation Charts section was to produce up-to-the-minute navigational/information charts for Navy and Marine Corps pilots. John Evans requested several VMD-354 personnel be transferred to his newly formed section. He acquired 1st Lt. Malcomb Kirkpatrick, USMCR, 1st Lt. James K. Mills, USMCR and Warrant Officer, John V.Cox, USMCR. These men were highly trained and knowledgeable in the field of Photographic Interpretation. There were 8 VMD-354 enlisted personnel also transferred into this select group because of their training and experience with Photo Interpretation and Map making.
